Just like the IRS code, its a complicated answer - Lots of "IFs"

IF he was a Muslim, then he is a terrorist. Otherwise, he is a criminal.
IF he was foreign born, then he is a 'Jihadest';
IF he was not foreign born, then he is just 'Angry'.
